Opportunity Zones

Under Public Law 115-97, the entire City of Rio Communities falls within an Opportunity Zone. This designation enables tax advantages and incentives to attract capital investment into economically distressed areas. These Opportunity Zones retain their designation for a duration of 10 years.

LEDA Incentive

To further promote development within New Mexico Opportunity Zones, the New Mexico Economic Development Department (NMEDD) offers incentives as part of the Local Economic Development Act (LEDA). Projects located in an Opportunity Zone may qualify for an additional $1 million in LEDA funding if they meet specific criteria, including:

  • Alignment with one of the nine key industry sectors outlined by the Governor.
  • Creation of a minimum of $2.5 million in annual payroll with competitive salaries.
  • Commitment to a 10-year agreement.
  • A capital investment of $10 million or higher (or $15 million or higher in Santa Fe, Albuquerque, or Rio Rancho).
  • The project should involve an expansion or an out-of-state relocation.
